Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Immense energy is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on Western support – a dependence that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unfeasible to pressure the Kremlin to surrender the land that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a complete military breakdown until circumstances change in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
